As far as I know, you can still block below the waist, as long as the player you are blocking is not engaged with another blocker. GA Tech and the Military Academies make a living doing this in the option. What particularly are you questioning?

In the GA/USC game there were two of these fouls called (one against each team). And the player being blocked was not engaged.... I thought those were strange calls as well.

It is the blocking at or below the knees that is being called. Lots of focus on that this year it seems
