The projection was $22 million in revenue at 75 million households... So I think $40 million is a tad aggressive. Also, I assume a large chuck of each schools revenue allotment will be offset by some sort of expense charge.

Surely so. I can't imagine an SEC town (Starkville) not having the SEC Network.
