It is my understanding from reading news releases from the NCAA that the new ball will be put into use at the 2015 NCAA Championships but will not be used during the regular season. Am I right about this?

That seems to be correct. Of course, I'd imagine most of the power conferences will want to use the new balls during the regular season and will have the option to do so.
