One is the rating by 24/7, the other is the average of 24/7, rivals, scout, and ESPN, known as the 24/7 composite score.

You would think the composite score is the most accurate indicator of any score bc it is the average of all the recruiting services combined

It's not always because Scout and Rivals don't always update at the speed 24/7 does. Donald Gray is known by many as either the 1st or 2nd best JUCO WR in the country. He's unranked on Scout. Same goes for Stamps. He's an 88 and a borderline 4 star on 24/7. He's unranked on Scout. 24/7 does great early evaluation on these kids and the other sites are way behind. That's why the rankings can change so much on the composite.

So I'm assuming the decimal number on the top row is the composite and the bottom row that normally runs between 80 to 100 is the 24/7 rating?

I actually think the 24/7 ranking is the best. Of course they do always rank our guys higher than the other sites. I may or may not be biased.

The second row represents the 'Reserve Stars' - they are broken out in the event MSU ever gets more four and five star recruits than TSUN. Then a new rating of 6, 7, or 8 will be unleashed. Kind of like the movie 'Spinal Tap' with the electric guitar that went to 11, not 10.

Right. The composite is a good indicator, but should be taken with a grain of salt because Rivals and Scout take so long to update their rankings.
