By that I mean, what if you suddenly had a source of funds that you could use to steer MSU recruits and could gain influence to make it happen. What means would you employ to transfer the money? Who around the recruit do you solicit to gain influence? How do you know the funds are being used for the purpose intended?

If I were you, I would use the money for a party for recruits. Maybe you could hire someone to truck in 400 cases of illegal beer for the guys to drink. I know a couple of guys named Big Enos and Little Enos who could help you out and give you some pointers.

At OM: throw a parade in the middle of town with hookers, drugs, alcohol, and students handing out money like they just won the lottery.

At State: it has to be something less than offering advice to the family of a kid as to how to avoid getting ripped off when they spend their own money to purchase a vehicle.
