I'd like for the NCAA (or whoever is in charge) to put a star cap on who schools can sign. I've mentioned this before, but this would fix a lot and make the coming super conferrences more like the NFL without having to do a salary cap.
How it would tentatively work:
Allow schools to sign anyone they want for any price they want as long as they fall within some guidelines- somthing like:
5 Star - limit 5
4 Star - limit 15
3 Star - limit 25
2 Star - no limit
Maybe even set up parameters for ongoing rosters.
This is my dream and would work GREAT.
You could use however many different names ranking agencies you'd like and take the average.

Who would determine what star a player is? What would stop Bama from getting 5-6 five stars down to four stars and 5-6 four stars down to 3 stars? In theory your idea is fine, but you have to have some company independently rate players and all those rankings are is opinion. I mean could UGA just say, "well he's a 5 star on 247 but he's a 4 star at On3 so he's going to count as a 4 star"

I'm thinking you take an average of whoever rates players now?
24/7
ESPN
whoever
It would nee dto be 5-10 indpendent entities. If Bama can go manipulate 5-10 agencies to rate players lower, have at it. i thibk having a number of agencies rating makes it less likely.
Is Bama gonna manipulate them all?
Will Texas stand by and allow that? etc...
I think having 5-10 indpendent agencies would self regulate that. Plus it would be a lot of trouble to get them to change all their rankings. Theyd have no incentive to do that.

To answer your question? Yes. Bama, Texas, UGA would manipulate every one of them because those fanbases are big money makers for those companies. It'd be no different than it is now. The only way to reign this in is contracts and a salary cap. And then you'll be dealing with a players union, which is a whole other issue.

Still wouldn't help much. There are only 32 5 star rated players each year. So by your plan, now only 6-7 teams would get 5 star players.
There are around 120 4 star players rated 90-98. So 8 teams could divide them up.

The numbers can be adjusted, just an example. You could simply take the avg rating of the op 1000 players (for examlpe). Then group them in 5, 4, 3 and 2 star. done and done.

Best thing to do is drop the roster to 70. 3 deep each side of the ball and 4 specialist. It would create parity and reduce salary burden that is coming. This would also help with Title IX.

This is probably the best thing tbh. Treat it like the NFL with the 53 man. You can come into camp with so many and by Game 1 the dress roster has to be at 70 and the road dress roster has to be 65.

Mike Leach probably had the best plan ever. https://www.saturdaydownsouth.com/sec-football/sec-football-matt-hayes-mike-leach-has-plan-to-fix-college-football/
Let the athlete choose their path. Student or professional. In the Student path they can't be cut from playing ability, but can be cut for breaking rules. You'll get your scholarship and stipend and if you stay with the university the 4-5 years and graduate you get a $150K bonus. Transfer during any of that time the bonus goes away.
Choose a professional path and the students get drafted by teams. They can be cut and traded like professional sports and have no limit on potential NIL income.
