First I have ever heard of a coach signing an MOU with a university. From my work experience, an MOU is normally used in State or Federal government whereby different agencies roles are defined so there will be no overlap of job duties. and all will be on the same page. If it's not a contract signed then I would say the rumor is BS.
It?s pretty common in coaching for when they have agreed in principle on a deal, but the actual contract hasn?t been developed. Depending on what Gruden is wanting, it could take a couple of months to actually write the contract and get all the legal stuff - and Board of Regents/Trustee approval.
