How can the state of Texas do so little with so much?
If you combine the athletic budget and W/L record of the Texas teams they are probably spending ~500mm per win. Texas HS football players have over-inflated ratings.

My ex bro in law was an NFL scout and said Texas players are soft bc they're treated like gods on campus.
ETA: He also said it was almost like a strike against you if went to a Texas school. UT was the worst

Add in big money boosters giving players BIG money to come to their school and the coaches have to treat them with kid gloves too. That's why Strong, Sumlin, and soon Herman were able to have success at smaller programs but it looks like they can't coach at UT and aTm.

Lots of softies in TX. They have massive numbers but the quality is overrated.

It's also the schools themselves because many Oklahoma and Ok St players are from Texas but they don't have the same issues.
As one high level Texas booster who was on their coaching search personally told me.
"Texas' problem is that they want to be Stanford Monday through Friday and Alabama on Saturday. Massive identity crisis."
