To my knowledge, no school has ever responded to an NOA and kept it secret. I think the public and media pressure will intensify by an order of magnitude if they try.
But most schools respond to FOIA requests, so OM may continue to bring "new and creative ways of dealing with the NCAA".
For example, by rule I think David Saunders and the guy at Texas would get copies. Unless OM pays a handsome fee, they have no reason not to leak the documents.
